We begin with Eden and Kelly living in their house in Helsinki and they are paid a visit by their friend Anderson who works for the CIA. His job is to monitor the just signed Helsinki Accords and he needs to start a network of observers who can keep him informed. Kelly and Eden are the two he starts with because they have worked with him before. With Kelly being a former Russian Fighter pilot and Eden whose job in the US Army was a MLM (Military Liaison Mission) and was with the 10th Special Forced, he would break into NATO bases and other installations across the fence to test the security. He also observed the movements of the Soviet forces. In previous books in this series we have followed Eden's adventures as he went for being in the US Army to now being in the Finish Navy. As such Anderson has no control over him like before and is left dangling for information. Eden is now under the command of the Finish Secret Service and is being sent back yet again into Russia on a mission that is to help get dissidents out of Russian who want to come out alive. Most of these dissidents are Jewish and many others who just want out. Kelly too is a part of the underground movement to free these people and later becomes the historian of the Karelian Deutschland Peoples Committee. This organization is helping to get people out and Eden is one of its precious agents for his heroic deeds, one of which was getting the leader of the group out of the sanitarium in Archangel. There are many twists and turns and close escapes as Eden and Kelly go to great lengths to get the underground subversives movement going. The benefits of organizing and running an underground railroad in one of the largest communist country is not easy, and can fail at any moment along the way. Especially when the KGB is always close by.
