Este per�odo fundador de ciudades y pueblos de indios se solapa con el de la conquista hasta mediados del siglo XVII, as� como tambi�n con el desaf�o de los piratas y corsarios.La investigaci�n observa todos los a�os bajo la dinast�a de los Austrias y tambi�n incluye el comienzo de los Borbones, en 1700, y sus reformas radicales. En la obra se indaga acerca de la estructura de poder pol�tico espa�ol y el sostenido crecimiento del estamento local determinante: los criollos. En este sentido, el libro recoge la tensi�n entre los enviados peninsulares y el cabildo, espacio natural de los criollos.
