Indeed, I cannot conceive a more difficult or painful exertion of the human faculties, than that by which the proceedings in parlia ment are generally preserved, and so far from being disposed to peevish Criticisms upon their imperfections, I have always thought that where malice or undue partialities could not be fairly attributed to them, they were entitled to the utmost encouragement and indulgence. It would leave a wretched blank in our his tory, and might in the end be fatal to our liber ties, if they were prohibited, or should fall into.
