The non-sup port cases were equivalent to two per cent of the whole, which would raise the total to twelve per cent If we eliminate home less men and single women from the total number of cases the role of desertion and non-support weald show itse) f in a higher percent age. The increase in the social debtor groups is particularly notice able in the case of children. The social cost of desertion must be viewed from the standpoint of both society and the child. For the latter it means the absence of a normal home and the non-fulfillment of the larger social functions of the family beyond the mere fact of biological reproduction.
