An untenable proposi tion, you will say, which will raise a smile in Berlin, whence such ill-natured comments issued at the time of the humiliating reverses of the Boer War. The proposition is by no means so untenable; and, in order to demonstrate the fact, it is only necessary carefully to lay down the various conditions under which an armed attack on the coast of Germany might successfully be effected.
