The first trend is one of intensifying competition among these three geo-economic poles for control of key technologies & market dominance, accompanied by widespread government policies & pressures for regional integration. The second is toward increased internationalization of production & markets. The chapters in this volume, by authors from Japan, Europe & the United States, explore these double trends of regionalization & globalization as the interaction between market forces (firms) & structures (policies) at the national, regional, & international level. Rapid developments in technology, innovation in the organization of manufacturing, & policies toward investment & education have all contributed to a major restructuring of world industries. These changes accentuate the relative decline of U.S. leadership & the processes of convergence among the triad powers in several areas. At the same time, there has been substantial divergence in trade balances, capital flows, unemployment, interest rates, macroeconomic policy, & microeconomic institutions. These structural imbalances contribute to recurring political tensions over economic policy & to new forms of government intervention in trade, industry, & technology at both national & regional levels.
