It addresses two questions that are fundamental to local representative democracy - who or what is it that the councillor represents, and are councillors elected to govern or to serve? The book begins by analysing democratic theory and its relevance to local politics, before considering the role, organisation and activities of political parties in local government, both inside and outside the party chamber. It looks at the dynamics of council chamber politics and how these are influenced by the party system, before examining the approaches taken by the three main parties towards local party politics. It then examines the role of the councillor in the local representative system, before considering where the next generation of councillors will be recruited from, and drawing together all the arguments discussed in a forward thinking and radical conclusion.
