Diocletian came from humble beginnings to create a revolution in the Roman empire, changing the very concept of "Rome." The reforms that worked, and the reforms that failed (in the context of the influences and emergencies that brought them about) reveal him to have been a bold and thoughtful, even idealistic ruler with a sense of his own limitations.
