England got it over sooner than any other land; for England had suffered less from the Revolution than had any Continental state. The reconstitution of Liverpool's Ministry in 1822 marks the end of mere repression and the inauguration of constructive reform. On the Continent, however, another quarter of a century was required to bring the re'gime of reaction to a close. Not until the great up heaval of 1848 drove Metternich, Guizot, and scores of their coadjutors into panic-stricken exile did the spirits of democracy and nationality find themselves free to carry through such great tasks as the unification of Italy and Germany and the establishment of representative govern ment among the European peoples.
