After graduating high school, he pursued undergraduate and graduate studies at Sam Houston State University. Maxwell served in the United States Army in the 49th Armored Division, where he commanded a tank platoon. He is a professor emeritus at San Antonio College, where he taught courses in U.S. and Texas Government.
