Exceptions will necessarily occur, but in face of two rival theories it is prim facie evidence in favour of one, if with few anomalies of its own (for most of which plausible reason can be given) it accounts for the numerous and inexplicable exceptions to' the other, and shows that they are necessary results of the principles upon which it is founded.
