Peter Guttmann, 89, the founder and chairman of HPG Consultants, an international engineering and architectural consulting firm, from 1976 until his retirement in 1996, died March 18, 2009. Mr. Guttman lectured at Washington's International Law Institute from 1980 until 1998. Hans Peter Guttmann was born in Berlin, Germany. He received an undergraduate degree in mechanical engineering from Cambridge University in 1938 and another in history and diplomacy from the University of San Carlos of Guatemala in 1947. [He served] in the Office of Strategic Services, a forerunner to the CIA, during World War II. He was an arbitrator and mediator for the American Arbitration Association."
