Again Berlin merely undertook to pass on this hope to the German Ambassador at Vienna. Sir Edward urged France, Germany, Russia, and Italy to work together in favour of conciliation. France, Russia, and Italy agreed to do so. Germany had no objection if relations between Austria and Russia became threatening. The British Ambassador at Vienna reported that the tone of the Austrian press left the impression that a settlement was not desired, and that he considered the Austrian demands on Serbia were so drawn up as to make war inevit able.
