In its preparation an enormous literature representing widely divergent views, both national and personal, has been consulted and considered. But it has usually seemed unnecessary to cite these books, pamphlets and articles, merely to debate an opinion with which the writer disagrees. In general, controversial writings are referred to only when they concern questions of fact. Except for an occasional addition which could be made while the book was in press, no material received later than 1 February, 1930, has been used.
