The procedure for extrapolating to the complete reflection coefficient, starting from time delay data, will be described in a future article which will deal with the application of results presented here. Section 2 of this paper can be considered an extension of the introduction, for nothing which is discussed there is new. Some of the general well-known properties of the scattering matrix associated with the differential equation are described in Section 2 for convenient reference later on. Specific reference to the literature in that discussion will not be made because most of the material comes from a commonly-held body of knowledge difficult to attribute to any individual.
