What different forms are there for this process? If we examine many companies, we will observe a wide variety of approaches to this same software bug fixing process. For example, other companies (and even other parts of the company I studied) use what is sometimes called change ownership (swanson and Beath, when a problem report arrives, it is simply assigned to the next free engineer. Any engineer can, in principle, fix any module and task assignments are therefore based on workload rather than specialization.
