The basis for this study is a survey, involving systematic elite interviews, of 73 interest groups that were active in national energy policy throughout the 1970s. The author developed a general theory for explaining relationships between interest groups and governmental organizations, employing policy incentives and congressional, presidential and judicial pressures as his major variables. He then tests the theory with the behavior of the interest groups and governmental officials in four areas of executive policy making--nuclear regulation, research and development subsidization, oil price and allocation regulation, and national energy planning.
