He gained a BA (1st) in Peace Studies at the University of Bradford in 1994, and completed his doctorate at the University of Sheffield in 1998. He was a postdoctoral research fellow at the School of Politics, University of Nottingham between 1999-2000, and a Lecturer at King's College London and the Joint Services Command and Staff College between 2000-03. His research focuses on defence and security institutions in processes of political and organisational change. Using empirical studies of the postcommunist region, former Yugoslavia and more recently the UK, he examines how organizational responses to common challenges-democratization, European integration and military reform-are shaped by contingent factors. He is particularly interested in how social, political and institutional preferences interact with international norms and domestic circumstance to condition processes of change. This book examines defence reform in Croatia and Serbia-Montenegro since 2000, focussing particularly on the institution and consolidation of democratic and civilian control of the armed forces, the reform of conflict-era forces structures, and the influence of the West including defence assistance and political conditionality. The period since 2000 has presented unprecedented opportunities for democratization and international rehabilitation for Croatia and Serbia-Montenegro. In both countries the role of defence reform in these processes has been crucial. The new governments of each have faced three primary challenges in this area: establishing and consolidating democratic control over their formerly politicized armed forces; reforming bloated conflict-era force structures while rationalizing defence budgets; and managing an emergent relationship with NATO and the West. This book examines these processes. It asks how far defence reform challenges in these countries today can be equated to the experiences of the post-communist region more widely or whether the influences of conflict and nationalist authoritarianism make Croatia and Serbia-Montenegro unique cases. In particular it explores the manner and ways in which the international community has tried to encourage defence reform in both states and assesses the effectiveness of strategies including defence assistance and political conditionality.
