Steven van Hoogstraten (1949) obtained his degree in international law at Groningen University in 1974. After a 25 year career in positions within different departments of the Government (Foreign Affairs, Agriculture & Fish, Health, and Justice) he became the General Director of the Netherlands' Carnegie Foundation in 2002. Steven van Hoogstraten (1949) obtained his degree in international law at Groningen University in 1974. After a 25 year career in positions within different departments of the Government (Foreign Affairs, Agriculture & Fish, Health, and Justice) he became the General Director of the Netherlands' Carnegie Foundation in 2002. In that capacity he was responsible for the daily management of the Peace Palace, a major international monument of 1913 and home to the International Court of Justice and the Permanent Court of Arbitration.
