Rick W. Varner currently serves as a Magisterial District Judge in the 47th Judicial District of the Commonwealth of Pennsylvania. Rick began his service as a Magisterial District Judge in 2006, after retiring as the Director of the Institute for Law Enforcement Education (ILEE). He served as the Director of TIPS/ILEE from 1983 2005. Rick has also been qualified as an expert witness in various courts including the federal level as an accident reconstructionist in various subject matters, as well as in the area of chemical breath testing (operation, maintenance, instructional), nighttime visibility, alcohol and drug impairment. Rick currently resides in Seesetown, Pennsylvania, with his wife Mary Lou and his son Sean who attends college at Goucher College, in Towson, Maryland. He is still active in his accident reconstruction consulting business and training programs, Spectrum Consulting Group. See less
