Randy Wykoff, MD, MPH & TM, is founding dean of the College of Public Health and professor in the Department of Health Services Management and Policy at East Tennessee State University. From 1999-2002, he served as deputy assistant secretary for health in the Office of Disease Prevention and Health Promotion, United States Department of Health and Human Services.
