Prof. Dr. Ludwig Weber received his legal education at the Universities of Heidelberg (Dr. iur., 1980) and McGill University (LL.M. 1976); Assessor (bar) qualifications Stuttgart 1980. From 1982 to 1995, he was Legal Counsel of the International Air Transport Association (IATA), Geneva/Montreal, responsible for aviation law, competition and anti-trust law issues. From 1995 to 2004, he was Director of the Legal Bureau of the International Civil Aviation Organization (ICAO), Montreal. In this capacity, he was responsible for the handling of all legal matters of the Organization, including the process on modernization of the Warsaw Convention System on air carrier liability. Since 2004, he has been Consultant/Air Law Expert to ICAO, responsible for a number of projects including the establishment of the new International Registry for aircraft equipment, the Cooperative Aviation Security Programme - Asia-Pacific, and other international projects.
