Kaoru Ishikawa
KAORU ISHIKAWA is a Senior Japanese diplomat. He graduated from the Faculty of Law, Tokyo University and joined the Ministry of Foreign Affairs in 1972. Since then, he was posted in Cairo, Geneva, Kinshasa, London and twice in Paris. He assumed several director's posts in Tokyo: developing economies, technical cooperation, Japan-Europe political and economic relations and Foreign Minister's private secretary (1993-94). He was Chairman of the International Coffee Council (1990-91) and GATT Chairman's assistant (1984-86). He pursued this study while detached to the International Institute for Strategic Studies (IISS) in London (1995-96). He is the author of African-no-hi (African Fire), 1992, co-author/editor of EC togo-no-subete (On EC Integration), 1992 and many articles on politico-economic issues. See less
