However, it began taking steps towards convertibility when it legalized the black market in foreign currency for private individuals and initiated hard currency auctions for enterprises. During the fall of 1989, the official and black market exchange rates began to converge quite rapidly. The government devalued the official rate several times during that period, while the legalization of the black mar ket increased the supply of foreign currency and began to drive that rate down.
