William Paca (1740-1799), one of Maryland's outstanding patriots, first led resistance to British infringements of American rights and liberties, then participated in the great debate over independence in the Continental Congress and added his name to the Declaration of independence. He served three terms as governor at Maryland, was o member of the ratifying convention for the Federal Constitution, and ended his career as a judge of the United States for the District of Maryland.
