Following the success of the Apollo mission to the moon, he was one of only a few of NASA's leaders to recognize the institution as one filled with uncertainties. Change is now in the nature of things for virtually every public and private institution. Government departments, corporations and universities are being reinvented, merged or downsized at an accelerated rate. Much of the experience of George Low in the 1970s - particularly his efforts for cost control - are applicable to today's changing management environment.
