Being born to greatness, he is prepared for discharging the responsibilities which it involves, and when he enters upon his kingly prerogatives, the transition is more a matter of form than of reality. Constitutionally, therefore, the demise of the monarch is a far slighter shock to the Government of the country than even the demise of parliament or a presidential election, as it necessarily involves no change of policy either in domestic or in foreign affairs.
