Yet two new explosive issues threaten to tear apart their nascent people - race and procreation. In the middle of this internal maelstrom, on the anniversary of their tenth year of peace, the exiled and mentally unbalanced Isp returns at the head of a massive new Army of the Humans. He openly announces his intent to replace President Quixote's democracy with a theocracy, either peacefully or by force. With most of his military people modified to peacetime purposes, Don Quixote must make a horrific decision for the very soul of his people.
