Excerpt from The Works of That Learned and Judicious Divine Mr. Richard Hooker, Vol. 3: Containing Eight Books of the Laws of Ecclesiastical Polity, and Several Other Treatises, to Which Is Prefixed the Life of the Author Having therefore drawn out a complete form, as they fuppofe, of publick fervice to be done to God, and fet down their plot for the office of the Miniftry in that behalf; they very well knew how little their labours fo forth bel'cowed would avail/ them in the end, without a claim of Jurifdi???tion to Uphold the fabrick which they had erected; and this neither likely to be Obtained but by the firong hand of the People, nor the People unlikely to favour it; the more, if overture were made of their own interel't, right and title thereunto. Whereupon there are many which have conjectured this to be the caufe, why in all their projects Of their Difcipline (it being manifelt that their drift is to w'reft the key of ipi ritual authority out of the hands Of former Gover nors, and equally to pofi'efs therewith the Pafiors of all feveral Congregations) the Peoplehrfi: for furer accompliihment, and then for better defence there Of, are pretended necefi'ary actors in thofe things, whereunto their ability for the moit part is as {lender as their title and challenge unjuft.
