Great story idea gets buried in drifting, slow-moving tale spinning. I gave it up about two-thirds of the way through in favor of Tony Schumacher's fine new debut novel, "The Darkest Hour." For pre-WWII excellence, I'll stick to Alan Furst, Philip Kerr, and a handful of others, omitting Rabb.
