Representative government is the subject of this book by the fifth President of the United States. A State's sovereign and a State's government must not be identical--that is the lesson which James Monroe imparts through first a general analysis and then a comparison of the American republic with the Athenian, Spartan, and Carthaginian republics. Had Monroe lived longer, he had intended to also include a discussion of the Roman Republic and the British Constitution.
