The wizard determines that he is in the city of Freyfall, and Cat decides to go looking for him. In Freyfall, Cat meets an apprentice wizard named Garth who, accidentally changes Cat into a cat--a cat with human thoughts who reads and spells while communicating with meows. When Garth cannot change her back, they must await the return of his grandfather, one of Freyfall's top wizards. Meanwhile, boy and cat travel around the city seeking Gayland. Cat overhears a plot to end the truce between Freya and its two neighbouring countries and perhaps start a war. Since Gayland is involved and Cat is a cat, they do not reveal her identity to anyone, but try to find a way to foil the plotters. When Garth's grandfather returns, they discover he is also involved in the treachery. Between them, boy and cat seek to prevent the plot from succeeding, without revealing to authorities the involvement of those they love.
