Excerpt from The Limitation of Armaments: A Collection of the Projects Proposed for the Solution of the Problem, Preceded by an Historical Introduction The Oldest peace writers who, since the Fourteenth Century inter vened in the interest of the organization of the world, either did not mention the question of armaments at all or touched it only in passing. With them the diminution of armaments plays only a secondary part; to their mind it will be the natural consequence of the new organiza tion. The significant plans of Dubois, Podebrad, Sully and Alberoni1 envisaged the creation of an aggressive alliance against the Turks, and a suppression of the armies could naturally, at that time, not figure in the program of these men. Podebrad goes so far in his project as to urge the Pope to persuade the Italian nation to construct a fleet for a crusade against the Turks; accordingly, he was interested precisely in the opposite Of a decrease of armaments. The first important plan for a federation of States which was to be as complete as possible, including also the Turks, was that of the Abbot charles-irenee de saint-pierre.2 In his Projet which appeared in 1713, he emphasizes the fact that the success of his proposal would render it possible to the various States to decrease materially their military expenses.
