Unaware that the Party used Neilson as its sacrificial lamb in an unwinnable election, Corbett blames himself for the defeat. He convinces Neilson to stay politically visible, but noncommittal, while he plans retribution. Corbett breaks every rule of diplomatic conduct in his quest to unseat the incumbent president -- even organizing an armed invasion by Cuban expatriates with CIA support and Mafia money in a desperate attempt to win the last campaign.
