In the one case, namely, 1n the event of victory, the German autocracy would have restored the Russian autocracy to power, and the three Emperors - the German Emperor, thc Emperor of Russia, and the Emperor of Japan would have joined hands across the continents of Asia and Europe and would have dictated the destinies of the world. In the other case, in the event of defeat, the writer foresaw that Germany would become a Republic and that her future world role would thereafter be acted on an entirely different stage and in the company of quite new actors.
