I have eight or ten books that do a great job of explaing what these two volumns do. They are excellent books written by great scholars. But by the time those ten books are read, much is forgotten. Here we have two volumns you can finish. covering the same time frame, while all is still fresh. No need to keep refering back to pickup a thread you aren't sure of. A great " quick read" to cover the basics.

Rome conquered, but the Greeks were still Hellenes
The first chapter of vol. 1 is a masterful survey of the historiography of the expansion of Rome in the third and second century b.c.e. The following chapters contrast the wording of the treaties with the actual behavior of city-states that were "bound" by treaties. This is a wake-up call to understanding life in the Roman provinces.
