An examination of "what the motion-picture industry, under...the Hays office, has learned about governing itself. " The author argues that the establishment of the Hays Office actually represented a liberalization of movie censorship rules, bringing under one federal-level umbrella, laws and regualtions that varied greatly from stste to state.
