The Lawyers come yoaked from the Popes and Emperours Court, taking for maxime, Tents us non occurrit Eccleji & Regi. The practice seems to confirme the lame; wee seeing both some Noble men and divers Cities make protestations against the possession of others for many years and ages. But, which is more, more, they will speak reason too at least, by the Divines mouth; who telleth us. that God, by nature. is high Lord and Master ot' all; That whoever is in power rccciveth his right from him; That Obedience consists in doing the will of him who conimandeth; and concludeth that this will ought to bee obeyed till God taketh away the obligation, that is, till hce who is to be.obeyed himl'else releaseth his right. The Authorities they cite out of Holy Writ are, for the roost part, meere commands to obey where obedience is due, without specifying what or when it is due. This command is extended to wicked and evill Governours as well as good. One place there is, where Samuel denounceth to the people theevills that will come to them by the power of the King; and calleth them. J-i Regis fir-, as the Hebrew KXtJitdiei y.m um Regis, or, Legem Regis, and afterward, Regni. And these words are, in two fences, true; one, that the King would do the wrongs there mentioned, by force; the other, that the people, since they would have a King, ought not to resist him when hee did such things.
