Three Ugandans leave training camps on the Pakistan/Afghanistan border and arrive by dhow on the Kenyan coast. They make their way inland, first by bus to Nairobi, then train to Kampala. Once in the Ugandan capital, the 'Controller' gives the green light to assassinate the Ugandan President. 'The Plan' is to replace him with a prominent Moslem Minister, thereby bringing the country back into the Islamic fold. But this is only the initial step in the second great wave of Moslem expansionism, this time southwards through Africa. Unfortunately for the terrorists, the Minister concerned has re-embraced Catholicism and approaches his parish priest for advice. In this way the Commander of the President Bodyguard, learns about the plot. The assassination team realise there has been a leak and turn their attention on eliminating all informants. Meanwhile the authorities try to stop them, before they accomplish their plans. The novel examines the concept that today's terrorists are Moslem Fundamentalists. It also questions whether we are engaged on a 'War on Terror' or the next Great Crusade, in response to the 'Dar ul-Harb', translated literally as the 'Land of War'.
