(b) If shipment bears a Waybill Label and a Prepaid or Collect Label which do not agree as to whether charges were "Prepaid" or "Collect," the information conveyed by the Prepaid or Collect Label thould govern in the treatment of the charges and delivery of the shipment. (c) In the case of consignments of perishables or produce, forwarding agents are instructed to affix, to at least one of the packages included in the consignment, a Waybill Label and Prepaid or Collect Label, and in the absence of any of these, the destination agent will be governed by the foregoing paragraphs. (d) In the case of Free shipments under Franks or other authority, the Prepaid Label, or the aotation on the package of number of Frank or other authority, should govern in their delivery free of charges, regardless of the manner in which they may have been waybilled; if a Collect Waybill is received for tuch shipments it should be reported with charges "ringed," supported by notation thereon of number of Frank or transcript of other authority, and the name of shipper if shown on the package; if shipments are received with D. H. Prepaid Waybill, but packages do not bear Prepaid Label or Dead Head notation, delivery should be made free of charges. (See Rules Nos. 6 and 32.)
