CXX-CXXII In the third place, it is declared in the Preamble to the proposed measure, that in order to remedy the abuses and irregularities which are presumed to exist, it is necessary to appoint Commissioners with powers most extraordinary and unlimited. What benefit is to be derived from such a total change of academical Institutions does not appear; but it may be prudent to consider what inconveniences may arise from the grant of such extravagant powers to men who may have some political bias on their minds, or experimental scheme in view. By a new code of Laws, the Master and Fellows may have new duties assigned them; and the Colleges made nurseries of dissent and Romanism. But the evil most to be dreaded and which will be the obvious consequence of such a Bill as is proposed, should it become a Law, is the establish ment of a principle which renders all property insecure.
