"So much of the diplomatic correspondence of the revolutionary period has already been printed that the few extracts collected here are necessarily fragmentary and of only secondary importance. Some of them are given to justify statements in the text, others to throw a little fresh light on various questions connected with the origin of the war. Several of the most interesting come from despatches of Sir R. M. Keith not printed in his Memoirs edited in 1849 by Mrs. Gillespie Smith. others from the similar despatches of Lord Auckland. Rather disproportionate attention is given to Spanish affairs because the relations of England, Spain, and France at this time have been studied less carefully than the policy of Austria or Prussia. A few of the extracts from Ewart's letters from Berlin have already been printed--but in German--in Herrmann's Geschichte des russischen Staates, Erganzungs-Band, 1866. The remainder, so far as I am aware, are now printed for the first time. All are extracts, not complete letters. I. England And France. 1787. Oct. 18. Duke of Dorset to Marquis of Carmarthen. During the administration of M. de Vergennes, no measures were taken to cultivate the least connection with the court of Austria: that minister having always professed a jealousy of the system of politics adopted by Prince Kaunitz with a view to the destruction of the Turkish Empire...This conduct of M. de Vergennes gave great disgust to those who looked upon Austria as the safest ally for France, and who were therefore always at work (though without effect) to undermine him in the King's opinion. Since the death of that judicious minister and experienced politician things seem to have taken a different course, and the Emperor's friendship appears.........."
