Sidney and Beatrice Webb adopted the extreme opposite view: that the whole project was bound to fail. The great economist Alfred Marshall took a third position. He acknowledged that the experience of workers' co-ops was not altogether convincing. But he argued that this was not because such ventures were doomed but because only wrong-headed and broken-backed versions of them had been tried. Given the genuine article, or so he asserted, and success would be assured. First published in 1978, "The Case for Workers' Co-ops" is still the only study which brings together evidence about the actual record of those businesses from all over the world. What verdict does this evidence support? The short answer is that the evidence supports the "qualified" optimism of Marshall. Heavy emphasis must be put on conditions necessary for success. The single most important one to emerge from the record is that of top quality management. But the study shows that there are a number of others. Normally, though not invariably, the chances of success are enhanced if the workers in those ventures have individual ownership stakes - which they should lose in the event of failure. A new introduction has been specially written for this second edition. It summarizes the main developments in the 11 years since the first was published. The most notable of these has been the explosive growth of employee ownership in the United States. Provisions in Britain's Finance and Companies Acts of 1989 suggest that there may well be similar growth on this side of the Atlantic in the years ahead.
