It also evaluates policies in the light of resource and bureaucratic limitations, and gives special attention to the capacity of these states to meet the challenges of the post-Cold War era. New in the second edition are analyses of issues related to regional and hemispheric integration - particularly new regional organizations and agreements such as CARICOM, NAFTA and ACS - and an evaluation of decision-making on regional problems such as the situation in Haiti. The author makes a contribution to analyses of concepts such as dependence, interdependence and globalization, and develops a more dynamic theory of small-state behaviour that includes a tentative theory of influence.
