Hinges weak, boards worn and marked at rear, else VG. Portal, a diplomat who served with distinction in Egypt and Abyssinia, was sent to Uganda in 1892 to report whether or not that part of Africa should be annexed by the British. He sent in his report and was struck down by fever before this work was published; his recommendation that Uganda be annexed was ultimately adopted.
