Regular people became community leaders as they fought for their health, safety and the quality of life in their communities. Elected officials struggled with the competing interests knowing that any, and every, decision they made only subjected them to criticism and political risk. The dramatic Court cases and secret meetings provided unexpected twists that would leave the United States Supreme Court with the final word. In the end this is a case study of government actions, and inactions, and how a democratic society provides the mechanisms for public protest, input and resolution.
