In the protracted conflict in which the United States and the rest of the free world are now engaged with the Communist bloc, it is Obvious that political, economic, and other factors must also enter into any sound strategy. They may even outweigh military ones in the final reckoning. A third conclusion is that, because of the narrowly military concept of strategy that has dominated us. Policy towards Spain, the United States has incurred an unnecessarily heavy political and moral liability, and that even now steps can and Should be taken to diminish this liability.
