The bishops failed grievously in their duty on this occasion; unlike the Apostles, whose successors they were, they feared man more than God, and with one noble exception, Gundulf, Bishop of Rochester, they agreed in advising Anselm to submit entirely to the royal will. On receiving this timeserving counsel, the gentle Archbishop's eyes kindled with indignation, as he replied--" Since you, the shepherds of the Christian flock, refuse to advise me, except according to the will of one man, I will go to the Chief Shepherd of all--to the 'Angel of great counsel'--He who said to S. Peter, and in him to the other Apostles, and to the bishops who now fill their places: 'Thou art Peter, and upon this Rock J will build My Church, and the gates of hell shall not prevail against it' (S. Matt. xvi. 18). These words were not spoken to a king, or any earthly prince; the same Lord and Angel-of great counsel teaches us in another place in what things we must be subject to them, when He says, 'Render to Caesar the things which are Cassar's' (S. Matt. xii. 21). Know ye, therefore, that in the things which are God's, I will render obedience to the Pope, as His representative on earth; and in the things which rightly belong to my lord the king I will render to him faithful obedience to the best of my power." The bishops were taken aback by this bold answer, which Anselm continued to persist in, though messages repeatedly came to him from the king, endeavouring to shake his resolution.
