In 2001/4 period, there was no public preparedness at al for this new technology. However, even though the population is still lagging behind the government a decade later, there is some indication of improvement. This totally contrasts Kenya where there is neither will nor ability exhibited to replace the embarrassing life, health and environmentally threatening Dandora dumpsite, now close to 4 decades, more than 15 years beyond its planned life. The citizen seems wiser, and has invested in SWM structures on their own when nothing seemed to work from the government side. As such, there is a people ready to embrace the SLF technology, or even level 5 facility, while the governemnt is still operating at the level 1/2 of no management scenario of Dandora.
