Certainly conductors and enginemen are required to be familiar with the handling of property entrusted to them, and must not only fully understand the rules governing them, but must also be conversant with the theory of the rights of trains under such rules. They must also use care and forethought, and in an emergency do the right and safe thing without loss of time in debating the best thing to do. A train dispatcher keeps his mind on his work, using the same good judgment that is displayed by a business man in managing an enterprise of like magnitude, but, aside from this, extraordinary talent is not necessary.
